Traffic Control

Tunnels

At the entrance of tunnels (for car traffic) there should be control
regulations with counters so there is a (low enough) limit for how many cars there are in a tunnel.  Tunnels are potential terrorist targets (during rush hours).  A traffic jam in a tunnel should not be possible.
